Billings, Mont.— Construction is officially underway on the Signal Peak Energy Ice Arena, following a groundbreaking ceremony on May 7, 2025. The twin-sheet facility, part of the Amend Park Recreation Campus, represents a major public-private investment in local sports and economic growth. Work begins in June, with plans to open the arena by early 2026.
A Community-Driven Vision
The initiative traces back to 2023, when Brian Brown, president of First Interstate Bank’s Billings Market, worked to secure funding for local trails, parks, and recreation. While the bond measure did not pass, Brown’s dedication sparked interest from Signal Peak Energy, a coal mining company based in Roundup, Mont. The company proposed a partnership to help finance an ice rink.
Amend Park emerged as the ideal location due to its proximity to hotels, restaurants, retail stores, and easy interstate access. The state-of-the-art complex is expected to revitalize Billings’ South Side, home to many low- and moderate-income residents.
Funding and Local Support
Signal Peak Energy committed $6 million to jumpstart the project. The City of Billings will provide land, parking, infrastructure, and utilities.
The Billings Tourism Business Improvement District (TBID), through its Visit Billings brand, pledged $1 million over three years to help cover operating costs and position the facility as a premier sports tourism destination.
First Interstate Bank also committed $200,000 and will contribute its expertise in commercial banking.
The Yellowstone Ice Foundation is actively raising the remaining funds needed to complete the $12 million–$15 million project.
Celebrating the Economic Impact
The arena is expected to elevate Billings as a hub for hockey tournaments, figure skating competitions, and year-round ice sports. Billings Chamber of Commerce CEO John Brewer estimates the facility will generate more than 10,000 hotel room nights annually and contribute over $121 million in total economic impact during the next 30 years.
Montana Gov. Greg Gianforte joined the groundbreaking event, emphasizing the economic benefits for Billings and surrounding areas. Billings Mayor Bill Cole spoke to the sense of community and healthy activities the recreation center would foster.
